Not even Doctor Doom is a match for the Puppet Master–the Fantastic Four’s weirdest villain. While the Puppet Master may not rank as a top-tier Fantastic Four villain, his power is nothing to be trifled with, as seen in 1963’s Fantastic Four #14. Determined to get revenge on the Fantastic Four, the Puppet Master seeks out a villain he can control, who will then attack Marvel's First Family. He considers several–including Doctor Doom. While Puppet Master does not use him, it shows he is capable of playing in Doom’s league.
